العنف السياسي في الصومال…. الأسباب وأساليب العلاج

يواجه المجتمع الصومالي منذ ربع قرن  سلسلة من الصراع والعنف والذي أثر تدريجيا علي جميع مجالات الحياة المجتمعية‏، بدءا من المجال الخاص فيما يسمي “بالعنف الأسري” أو العائلي‏، مرورا بالعنف المصاحب لارتكاب الجريمة فيما يسمي “بالعنف الجنائي”‏، وانتهاء بالميل إلي العنف في دائرة الحياة العامة فيما يسمي “بالعنف السياسي”‏.‏

ويهمنا التركيز هنا علي ذلك النوع الأخير، أي العنف السياسي، والذي تزايدت وتيرة استخدامه في فترة الحروب الأهلية بمختلف أشكاله، حتي وصل الأمربتفجيرالأماكن العامة  من المساجد والأسواق والمقاهي والإغتيالات وءاخرها الإغتيالات التي حدثت الأسبوع الماضي في العاصمة والتي استهدفت عدة من المسؤليين والموظفين لدي الحكومة.

أولا:مفهوم العنف السيا سي:

إستخدام القوة ضد النظام السياسي أو منظمات سياسية ضد الأفراد والمجموعات لإلتحاقهم الضرر الأكبروإساءتهم، ونقصد العنف السياسيهو العنف السياسي المرتبط بالحصول على السلطة أو الاحتفاظ بها، وإن العلاقة بين العنف والسياسة قديمة قدم المجتمع الإنساني. والعنف السياسي باعتباره وسيلة للتعبير عن الرأي السياسي والحصول على الشرعية أو كونه وسيلة للانتصار السياسي على الخصم. هو الذي يقوم به فاعله ابتداءً لتحقيق هدف سياسي أو للتعبير عن موقف سياسي، أو يقوم به فاعله ردًا  على موقف أو حالة أو عنف سياسي مسلح. وثمة شبة اتفاق بين اغلب المحللين الدارسين لظاهرة العنف السياسي في الصومال ترجع السعي إلي  تحقيق المصالح الخاصة أو لتحقيق مكاسب سياسية عن طريق القوة ولذالك يصبح العنف سياسيا عندما تكون أهدافه أو دوافعه سياسية رغم الاختلاف بينهم في تحديد طبيعة هذه الأهداف ونوعيتها وطبيعة القوى المرتبطة بها، ومن هناعُرفَ العنف السياسي بأنه  ” استخدام القوة أو التهديد باستخدامها لإلحاق الأذى والضرر بالآخرين لتحقيق أهداف سياسية”(1) ومن هنا قد تمارس السلطة السياسية العنف لغاية إخضاع خصومها، وضرب القوى التي تمثل تحديا ً لها. وقد تلجأ القوى المعارضة الى العنف السياسي وذلك لتحقيق غاياتها في الوصول الى السلطة كل عناصرها.

وهذا يشير الواقع الصومالي حيث كان يشارك المؤتمرات المصالحة الصومالية التي عقدت في القاهرة وكينيا وجيبوتي الفصائل المسلحة مما أدي إلي إنتشار الفصائل المسلحة في الصومال واليوم تسعي الحكومة الصومالية تطبيق النظام الفيدرالي،ونرى كل إلإدارات المحلية تهدد بمقاطعة الحكومة أوالإنفصال عن الخريطة السياسية الصومالية تماما وأنها مستعدةلمواجهة الحكومة والد خول معها الصراع الدامي ولذالك يظل إستخدام العنف في حل الصراعات السياسية في كل الأحوال بين أبنائنا أمرا غيرمشروع تختلط فيه الأوراق.

ثانيا: أسباب العنف الساسي في الصومال

فترجع الى نوعين أساسيين هما:أسباب صراع حقيقية خفية لا يتم إعلانها،أو التعامل معها جهارا ً نهارا ً، وإنما يعرفها فقط مشعل الصراع ، والأخرى أسباب علنية يتذرع بها لنشوب الصراع ويتم استخدام الأسباب العلنية لتخفى بها والتستر خلفها. وبذلك يمكن القول بأن الصراع حالة استنفار القوة، والإعداد لكسب جولاته وتحفيز المهارات الأساسية في إدارة الصراع،وهو تباري بين الأطراف المتصارعة، كل يستخدم الحيل التقليدية والابتكارية التي يتوصل إليها وهو ما يحتاج الى تحديد لأبعاد هذا الصراع من خلال معرفة أطرافه(2).

وإن الصراع السياسي ينجم عن جوهر السياسة نفسها التي هي صراع بحد ذاتها،هناك العديد من المؤشرات الدالة على ارتفاع نسبة العنف السياسي، منها ما يرتبط بالتنمية الاقتصادية كمتغير مفسر للعنف إضافة الى عدم المساواة وغياب الديمقراطية. لذلك، فإن سوء الأحوال الاقتصادية في البلاد، وما يصاحبه من قضايا ومشكلات، وسوء بعض النظم السياسية التي تتجاهل الأساليب الديمقراطية والمشاركة الشعبية في قيادة الدولة وتسيير أحوالها… وقد يحدث أن تتولد لدى أفراد – نشؤوا أو عاشوا في ظروف معينة – طموحات تستهدف الاستيلاء علي السلطة، فيعمدوا على تشكيل جماعات تناهض الدولة وتسعى الى الإطاحة بالسلطة القائمة(3 ).

هناك جملة من الأسباب التي تدفع الى العنف ، لعل منها:

الفكر: حيث إن الفكر يصنع المبرر الذي يعطي الإنسان الضوء الأخضر في انتهاج السبيل الذي أوحى إليه لتحقيق فكرة السيطرة والاستحواذ حتي وإن كان مخالفا للقانون، مثلا بعض النواب يعارضون سحب الثقة عن الحكومة عن طريق البرلمان ويستخدمون كل الوسائل دون النظر إلي القانون .

أثر الدين: لأن كثيرا ً من الحروب تـُشنّ بإسم الدين، يعتقد القائمون بهذه الحروب بكفر من يقاتلونهم. الى ذلك، تشكل الأيديولوجيا المغلقة عادة مصدرا ً لصناعة الموت، وذلك بسبب كونها حذفية وعنيفة. فالانغلاق على جملة من الأفكار والأحكام المعيارية يفضي الى إنكار الواقع وحذف المختلف. وإذا ما تحول الدين الى أيديولوجيا مغلقة وحذفية، فإنه سيتحول الى وسيلة تدمير للمجتمع(4).

 وهناك أسباب وعوامل كثيرة تساهم في العنف السياسي، تتمثل في بعض الأمور، ومنها، ارتباطه بالدكتاتورية، إذا لا ينفك العنف عن الديكتاتورية إذ تقوم حكومة الدكتاتور بتركيز جميع السلطات في شخص الدكتاتور كما كان نظام محمد سياد بري، وهو يمارس العنف لأدنى شك أو شبهة مع أي شخص أو جهة. فكل من تسول له نفسه معارضته أو التمرد عليه سيواجه عقوبة قصوى، إذ العنف بالنسبة له فعل متواصل وكذلك عندما تختفي لغة الحوار بين أفرقاء العمل السياسي، يطغى العنف السياسي وتتضاءل فرص التسوية السلمية لحل النزاعات السياسية وهذا ما هو قائم بين رئيس حسن شيخ ورئيس وزراء حكومته حاليا. ومن الملاحظ، أن العنف السياسي يتلاشى عندما يسود التفاهم والحوار. ( 5)يشكل الاستبداد  خطــرا ً حقيقيـــا علــى الوحـدة الوطنية وكيان الدولة، تسهـم الديمقراطيـــة فـــي معالجـــة الاستبـداد، إذ أنهـــا تعتــرف بالقــــوى الأخـرى ولاتدخلهـــــا خانـــــة الأعــــــــــداء. إن مميزات الاستبداد وإن تغيرت مظاهره فجوهره واحد وهو حكومة لا تخضع للقانون ولا تتقيدبه. والحل يكمن في التعددية الحزبية التي ستعمل على تضييق أسباب الصراعات كونها من وسائل التبادل السلمي للسلطة. إذ لن تحتكم أية جهة للقوة للاستيلاء على السلطة؛ لأنها ليس الجهة أو القوة الوحيدة في ساحة النشاط السياسي .

إن اكتشاف السلطة ومنذ وقت مبكر عدم جدوى استخدام العنف، يمكن أن يدفع نحو إرساء الحوار وتخليص المجتمع من أخطاء كثيرة وحتى إذا عجزت السلطة عن هذا الاكتشاف المبكر فإن استمرارية العنف السياسيوثقل أعبائه سيجعلها تكتشف من إن الخاسر من جراء هذا العنف هو الجميع.(6) ولعل من أهم أسباب الصراعات والعنف السياسي المصالح، وقد أوردَ ماكس فيبر أنه تسيطر المصالح المادية والمعنوية، لا الأفـكــــار، سيطرة مباشرة على أعمال الناس، وتتحكم فيها. ومع ذلك، فإن صور العالم التي تخلفها هذه الأفكار، كثيرا ً ما تعمل كمحولات، تقرر الطرق التي تعمل فيها دينامية المصالح على إبقاء أعمال الناس هذه، ماضية في حركتها.(7) وقد بات للجريمة المنظمة تنظيم وأساليب عمل وأهداف محددة، وتجد بؤرا ً عالمية مؤاتية مع تدهور الأوضاع الاجتماعية، واتساع دائرة الفقر، وانحدار القيم الاجتماعية والإنسانية في ظل طغيان العولمة المادية، وبصرف النظر عن التعقيدات القانونية والاجتماعية التي تحول دون وضع تعريفات محددة للعنف والإرهاب وما يرتبط بها من ممارسات وأعمال، فإنه من الصعب إن لم يكن من المستحيل عزل هذه الظواهر عن النزاعات الأهلية داخل الدولة الواحدة.

ثالثا : سبل مكافحة العنف السياسي

هناك سبل عديدة لمواجهة العنف السياسي ومكافحة آثاره، والتقليل من أضراره منها:

اولأ:إلتزام كافة الصفوات السياسية والمثقفة والفكرية،لمواجهة العنف  والسعي لتحقيق الإصلاح، والإلتزام بقاعدة واضحة هي(أن ماكان سياسيًا لا يحل إلا سياسيا)وأنه لامشروعية لإستخدام العنف للتعامل مع الشان العام السياسي بأي صور من الصور ومن قبل كافة أطراف المجتمعوفئاته ويجب إلتزام الدستور المؤقت الذي تم التوافق عليه

ثانيًا:علي الحكومة والنخبة السياسة السعي لحل الخلاف القائم لإجراء إنتخابات رئاسية وبرلمانية كما وعدتيشارك فيها الشعب عام2016م  ويؤخذ نتائجهاوتبني تداول السلطة بشكل سلمي بعيدا ً عن وسائل العنف والإكراه، واعتماد مبادئ الشفافية والعدالة والنزاهة. ولعل منها تبادل المعلومات والتعاون المشترك بين أجهزة الدولة المختلفة.

ثالثًا: من المفترض أن تعمل أجهزة الإعلام على صياغة أهداف القوى التي تستخدم العنف السياسي بشكل لا يكفل لهم مكاسب دعائية، ولا يمنحهم تعاطف الجمهور. ومن هنا  يظهر دور الإعلام السياسي الذي يستهدف من خلال ما يقدمه من أخبار وموضوعات وصور وتعليقات وتحليلات خلق المناخ الذي يهيئ مساندة الرأي العام لتوجهات العمل السياسي عبر تزويد الجماهير بالمعلومات والقرارات السياسية التي تساعد على تكوين رأي عام موحد يدعم من توجهات النظام السياسي في هذا المجال، والارتفاع بمستوى الوعي العام كوسيلة لتنمية روح الجماهير وحشد طاقاتها للوصول الى تنمية المجتمع والارتقاء به  وخاصة في ظل هذه الظروف الصعبة التي تمر بلادنا

رابعًا:لابد من التخطيط والعمل الجاد المنظم المستمر علي إزالة تخلص أسباب الشكوي والمعاناة،للقضاء علي أسباب الغضب والتمرد في المجتمع، والعمل علي حفظ كرامة أفراد المجتمع،وتوفير فرص العمل،والخدمات الأساسية للمواطنين.

خامسًا:علي الأجهزة الأمنية الصومالية أن تأخذ نفسها بنفسها بضبط النفس،وعدم المبالغة في الرد علي العنف بالعنف، والوقوف بالإجراءات العقابية علي الأفراد والمتورطين في الأعمال الإجرامية، لا تتعداهم إلي أحد سواهم.

سادسًا:لا بد من العمل الجاد علي رفع مستوى التعليم والتدريب، وترشيد الشعب،والمعلوم رغم كثرة عدد الجامعات التي تم فتحها في البلاد وخاصة في العاصمة الصومالية  إلا أن ليس لها تأثير علي أرض الواقع مع أن عامل التعليم هو المؤثر الحقيقي في نهاية المطاف لتطوير الأمة وإزدهارها.

وأخيرا إن العمل التدريجي نحو تقليص دائرة العنف في المجتمع الصومالي،والعمل الدائب المستمر، لمكافحةأسباب المظالم، والتجاوب الجاد مع متطلبات التطور ودواعي الإصلاح،هو الطريق الوحيد أمام قيادات الأمة لتحقيق الإستقرار وإعادة الأمن، وإيقاف مسلسلات العنف، وإلي تحقيق إعادة القدرة والكرامة التي ينال ثمرتها كافة أبناء الأمة الصومالية.
