ما موقف الإتحاد الافريقي من النزاع البحري بين الصومال وكينيا؟
أصدر مجلس السلم والأمن الإفريقي بيانًا بشأن النزاع على الحدود البحرية بين الصومال وكينيا في جلسته 873 المنعقدة في 5 سبتمبر 2019 بمدينة أديس أبابا.
جاء بيان المجلس بعد الاستماع إلى تقرير مدير السلام والأمن السفير سمايل شرقي ، والكلمة التي قدمها عبد القادر أحمد خير عبدي وزير الدولة للشئون الخارجية والتعاون الدولي للصومال، والسفير كاثرين موانغي، الممثل الدائم لكينيا لدى الاتحاد الإفريقي.
أشار البيان إلى الأحكام ذات الصلة من القانون التأسيسي للاتحاد الأفريقي وبروتوكول مجلس الأمن ، فيما يتعلق بحسن الجوار وتعزيز السلام والأمن والاستقرار في القارة، لا سيما من خلال تعزيز الحلول الإفريقية للمشاكل الإفريقية، بما في ذلك استخدام برنامج حدود الاتحاد الإفريقي.
أكد البيان بأن المجلس يتصرف بموجب المادة 7 من بروتوكوله ليحيط علما بالرأي القانوني الذي قدمه المستشار القانوني للاتحاد الإفريقي بشأن المسائل التي أثارتها مجلس السلم والأمن الإفريقي فيما يتعلق بالقضية المتعلقة بالنزاع على الحدود البحرية بين الصومال كينيا، والذي ينظر حاليا أمام محكمة العدل الدولية.
أشاد المجلس في بيانه بالصومال وكينيا لإسهامهما في تعزيز السلام والأمن والاستقرار في إفريقيا ، ولا سيما في القرن الإفريقي.
دعا المجلس بقوة الصومال وكينيا إلى متابعة وتكثيف ارتباطاتها بهدف إيجاد حل ودي ومستدام لنزاعهما على الحدود البحرية؛ في هذا الصدد، يدعو الطرفين إلى الامتناع عن أي عمل قد يهدد حسن الجوار القائم بين البلدين.
طالب البيان من رئيس مفوضية الاتحاد الإفريقي أن يستغل بشكل عاجل من مساعيه الحميدة ، إما شخصيًا أو من خلال تعيين مبعوث خاص للمشاركة مع الأطراف من أجل إيجاد تسوية ودية ومستدامة ، وبالتشاور والتعاون مع الآليات الإقليمية ذات الصلة .
كما طالب المجلس من رئيس مفوضية الاتحاد الإفريقي تقديم تقارير منتظمة إلى المجلس حول جهوده وتطور الموقف، وقرر المجلس إبقاء المسألة قيد نظره الفعلي.
وختاما قرر المجلس أن تبقى المسألة قيد نظره الفعلي
