جنوب السودان وحلم الاستقرار الضائع

جنوب السودان كان جزءا اصيلا من دولة السودان الكبرى ، وكان الاحتلال الانجليزي يسيطر على كلا الجانبين شمال السودان وجنوبه، وبعد استقلال السودان عن الاحتلال الانجليزي اصبح جنوب السودان جزءا من دولة السودان،  إلا ان الكثير من اهل جنوب السودان بدأوا بالتمرد على دولة السودان الكبرى واسسوا جبهات وحركات من اجل محاربة الجيش السودان والسعي نحو الانفصال عن شمال السودان.

وكان صراع جنوب السودان يعد من اطول الصراعات الافريقية في القرن العشرين الى بدايات القرن الواحد والعشرين .

وقد قاد زعيم الحركة الشعبية لتحرير السودان جونق قرنق هذه الجبهة من اجل محاربة الجيش السوداني والسعي نحو الوصول الى استفتاء عام لأهل جنوب السودان من اجل تقرير مصيرهم بأيدهم.

وقد تمكن اهل جنوب السودان من تحقيق مطالبهم في اتفاقية نيفاشا بين الحكومة السودانية والحركة الشعبية لتحرير السودان في عام 2005م ، واتفق الجانبان على تمكين شعب جنوب السودان من تقرير مصيرهم بعد خمس سنوات ، وعين جونق قرنق في ذاك الزمن نائبا لرئيس الجمهورية السودانية ، الا ان جونق قرنق لم يلبث كثيرا حيث قتل في حادث طائرة نقلته من مدينة كمبالا ، واستبدل به القائد العسكري سلفاكير ميارديت والذي اصبح نائبا للرئيس السوداني عمر حسن احمد البشير.

وفي يوليو عام 2011م اجري استفتاء عام في جنوب السودان من اجل التصويت ما بين الوحدة مع شمال السودان او الانفصال ، إلا ان غالبية شعب جنوب السودان اختارو في التاسع من يوليو عام 2011م الانفصال عن شمال السودان واعلان ولادة جنوب السودان.

وكانت قيادات الحركة الشعبية السودانية بقيادة سلفاكير وعدت شعب جنوب السودان بالرخاء والاستقرار وتأسيس دولة قوية ومستقرة في حال تصويت شعب جنوب السودان للانفصال ، مما حرض شعب جنوب السودان من اجل التصويت على الانفصال من شماله متمنين بدولتهم القوية والمنفصلة عن الشمال .

وكانت قيادات الحركة الشعبية ترى ان الحكومة السودانية ظلمتهم ولم تعطهم القدر الكافي من حقوقهم وانها عاملتهم كمواطنين من الدرجة الثانية كما صرح بذالك بعض قيادات الحركة الشعبية.

وبما ان جنوب السودان يتمتع بالخيرات والثروات الطبيعية ، سواء كانت المراعي او المزراع التي تغطي على معظمه بالاضافة الى ان معظم نفط السودان الكبير كان ينتج من جنوب السودان ، فإن شعب جنوب السودان كان يتطلع من اجل ان يجد الامن والاستقرار والرخاء .

وبدأ جنوب السودان تأسيس دولته والهيئات الدستورية  منذ ذاك الحين في عام 2011م ، واصبح سلفاكير ميارديت رئيسا لجمهورية جنوب السودان الى جانب تعيين رياك مشار نائبا للرئيس في دولة جنوب السودان.

وتمكن الرجلان حوالي سنتين من العمل الجماعي في تشييد الامن والاستقرار في دولة جنوب السودان.

الا ان كل شيء تغير في ديسمبر عام 2013م حيث اتهمت حكومة جنوب السودان بالسيد رياك مشار بقيادته انقلاب عسكري ضد الرئيس سلفاكير ، نظرا للاشتباكات التي حدثت داخل مدينة جوبا والتي شنتها قوات مؤيدة لمشار ضد المؤسسات الامنية والحكومية في العاصمة جوبا، وتمكنت القوات المؤيدة للرئيس سلفاكير من دحر قوات رياك وطردها من العاصمة جوبا ، واعلن الرئيس سلفاكير ميادريت عزل نائبه من منصب نائب رئيس الجمهورية الى جانب عزل قيادات اخرى  متهمة بتأييد مشار والتخطيط معه من اجل الانقلاب العسكري.

واعلن رياك مشار قيادته لتمرد عسكري ضد الرئيس سلفاكير ، وبدأ صراع قوي بين الرجلين ، ومما زاد الطين بله ان كلا الرجلين يمثلان اكبر قبيلتين في جنوب السودان ، حيث ينتمي سلفاكير الى قبيلة الدينكا التي تعتبر اكبر قبيلة في جنوب السودان والتي تتحكم في مقاليد الحكم في البلد، اما مشار فينتمي الى قبيلة النوير ثاني اكبر قبيلة في جنوب السودان ، وقد تغير الصراع الى صراع بين القبيلتين  حيث يتهم ابناء النوير بان قبيلة الدينكا استأثرت بالسلطة واصبحت تتحكم في مقاليد الحكم في البلد .

اضافة الى هذا فإن قيادات كبيرة من قبيلة الشلك انضمت الى صفوف القائد رياك مشار، مما ساهم في زيادة الصراعات العرقية والقبلية في جنوب السودان.

وقد حدثت مجازر وعمليات نهب وقتل وسرقة في جنوب السودان بعد هذه الخلافات والصراعات بين سلفاكير ومشار، وقد نزح الكثير من شعب جنوب السودان الى الدول المجاورة.

وقد تناولت القنوات والتلفزيون العالمية معاناة شعب جنوب السودان من هذا الصراع الجديد والذي انفجر بين مكونات شعب جنوب السودان والذي كان يتطلع لدولة مستقرة وآمنة ، حيث ان قيادات اهل جنوب السودان كانت تروي للشعب ان المشكلة وان دوامة الصراع تأتي من شمال السودان وانه في حال انفصالهم فإن كل شيء سيتلاشى وانهم سيستطيعون العيش تحت كنف دولة آمنة ومستقرة.

إلا ان شعب جنوب السودان رآى غير ذالك ، فقد اتهمت المنظمات الدولية كلا الجانبين بارتكاب جرائم كبيرة في حق شعب جنوب السودان ، حيث يدافع كل جانب عن قبيلة وتحالف معين ، مما ادى الى حرق قرى في جنوب السودان وقتل المئات من الشعب ونزوح الآلاف منهم ومعاناتهم من الفقر .

وقد توقفت معظم عمليات انتاج النفط في الجنوب ، نظرا للصراعات ولتعرض الانابيب والآبار للإتلاف من قبل الجانبين المتصارعين ، مما زاد من عملية غلاء الاسعار والمعيشة في جنوب السودان.

وقد سعت منظمة الايغاد بالتعاون مع الاتحاد الافريقي نحو حلحلة الامور في جنوب السودان ، والعمل على جلب الجانبين لطاولة الحوار.

وتمكن الاتحاد الافريقي والمجتمع الدولي من جلب الجانبين الى طاولة الحوار في مدينة اديس ابابا بعد ممارسة ضغوط وتهديدات بالعقوبات على الجانب الذي يرفض محادثات السلام في جنوب السودان.

وحدثت اتفاقية بين سلفاكير ورياك مشار من اجل تقاسم السلطة في الجنوب وانهاء هذا الصراع العقيم.

وفي فبراير الماضي اصدر الرئيس سلفاكير مرسوما جمهوريا بتعيين رياك مشارك نائبا للرئيس في جنوب السودان ، تطبيقا لاتفاقية السلام بين الجانبين في مدينة اديس ابابا، إلا ان رياك مشار ابدى مخاوفه من عدم تنفيذ الرئيس لشروط الاتفاقية الاخرى والتي تنص على تقاسم السلطة في الاجهزة السياسية والامنية في البلد بين الجانبين.

ولم يتحقق بعد التنفيذ العملي لهذه الاتفاقية ، حيث لم يعد رياك مشار بعد الى العاصمة جوبا، نظرا لتخوفه من عدم التنفيذ الصحيح والكامل للاتفاقية.

هذا ومازال شعب جنوب السودان يعاني من هذه الحروب والصراعات الداخلية المفروضة عليه، ومازال يتطلع الى الآن من اجل الوصول الى دولة آمنة ومستقرة يعيش فيها الجميع بكنف العدالة والمساواة والاستقرار.
