لم تهدأ الثورة في الشيخ إبراهيم تشتعل في مشاعره ووجدانه رغم أنّه قدم ما بوسعه من خلال محاولات في مشاركاته الصادقة في سبيل تحرير البلاد والعباد من الاستعمار وثقافته عبر خطاباته المؤثرة وكتاباته الشديدة، ورغم أنّه تناول في القضايا السياسية تجاه الاستقلال والخروج من المأزق السياسي والاستعماري التي كانت البلادتعاني منها في تلك الفترة إلا أنّه لم يهمل في النواحي الثقافية والاجتماعية بحكم أنّه عالم مثقف تلقى علوماً كثيرةً في الأزهر الشريف ودار العلوم بالقاهرة ، وكذلك أنّه التقى بأهل الفكر والابداع من العلماء والمثقفين في القاهرة عاصمة العلم والنور في البلاد العربية في تلك الفترة ، ومن هنا كان الشيخ إبراهيم يحاول كثيراً في نقل التجربة العربية وثورتها التي كانت ترفع الراية القومية العربية إلى بلاد الصومال، كما كان الشيخ يجتهد في تحسين الأوضاع الثقافية والعلمية التي كانت تمر بها الصومال رغبةمنه في أداء الأمانة الثقيلة التي حملها من قلعة الأزهر الشريف والأروقة العلمية الأخرى وايصالها إلى أهله في الصومال، وفور عودته إلى أرض الوطن قام بعديد من الأنشطة التعليمية والثقافية، وقد اشتهرت جهوده في إيجاد كتابة للغة الصومالية بحيث كان يراوده القلق في بلد سوف ينال حريته في تاريخ قريب محدد وليست لديه لغة يستخدمها، لأنّ اللغة الصومالية كانت تستخدم فقط شفهية دون الكتابة،بحيث لم تيم اختيار أبجدية معينة في كتابة اللغة الصومالية، ومن هنا شمر عن ساعده وسخر كل طاقته الفكرية والعلمية في نجاح هذا المشروع الثقافي الوطني الإنساني ، فنحت أبجدية جديدة يمكن استخدامها لكتابة اللغة الصومالية فجعل الحروف التي اختارها الحروف العربية ليبرهن كتابة اللغة الصومالية بالحرف العربي ، وذلك قبل تدوين ونحت الأبجدية الصومالية. علماً أنّه كان الصراع قائما بين ممن يؤيدون كتابتها بالحرف العربي وبين من ينادي كتابتتها بالحرف اللاتيني. وقد خاض الشيخ في هذه المعركة مناديا كتابة اللغة الصومالية بالحرف العربي ، وقد استطاع نحت وابتكار حروف عربية مناسبة ومهيأة للاختيار في كتابة اللغة الصومالية وذلك قبل استقلال بلاد الصومال من الاستعمار، وقبل إنشاء كيان سياسي وطني، ولشدة حماسة الشيخ إبراهيم حاشي رحمه الله لمشروعه الثقافي ألف كتاباً سماه ” الصومالية بلغة القرآن” حتى يحرج معارضيه ومن ينادي إلى اختيار أبجدية أخرى غير العربية مثل أؤلئك الذين كانوا ينادون باللاتينية. وكان يلاحظ ضعف اللغة الصومالية من حيث الخدمة وتطوير بنيتها، فقام في وضع دراسة لطيفة في خدمة لغة الأم ولاسيما فيما يتعلق بقواعدها وبنيتها النحوية وأطلق دراسته هذه على ” قواعد اللغة الصومالية”.
وإلى جانب ذلك كان كل همّ الشيخ إبراهيم حاشي محمود ينصب على تطوير الثقافة الوطنية الصومالية رغم معاضة الاستعمار ومن تشرب بثقافته، وقد اشتهر الشيخ بأن مشاريعه الثقافية الوطنية كانت واضحة ومطروحة على الساحة، وفي 13 يناير عام 1958م نشر مقالاً أطلق عليه ” تجميد الثقافة الصومالية” في جريدة الصادر، ومما جاء في المقال: ” إن الاستعماريين أعموا أعيننا ، وطمسوا بصائرنا ، فجمدوا ثقافتنا، لهذا أصبحت راكدة لم تطور الثقافات في العالم، كل شيئ هادئ في بلادنا لا يعرف التحريك والتغيير ، فوسائل النشر، والتوجيه ، وتنوير الرأي العام الشعبي قليلة جدا، والموجود منها في حالة تدعو إلى السخرية، والازدراء، فهي أداة صفراء لا تمت بصلة للحوادث الجارية المحلية من قريب أو بعيد…”
وبحكم أنّه عاش في القاهرة وتشرب بالثقافة العربية كان يحسّ بغياب أهم وسائل التثقيق لبلاده مثل الإذاعة والصحف والمجلات والنشرات والمحاضرات ومسارح التمثيل والسينما، وكان يرى أنّ كل ذلك ليس متوفرا للأمة، وكان يقول إنني لم أر ولم أسمع الكثير منها ، والموجود منها بمعزل عن واقع بيئة المجتع الصومالي وعاداته وتقاليده، وكان يرى الوسائل الإعلامية القليلة المتوفرة للبلاد ليس لها مكان باللغة العربية لأنها بيد المستعمر، وحتى تلك الكتابات العربية التي كانت تنشر في بعض الأعمدة الضيقة كانت مشبوهة مثل ما كان يتم في جريدة بريد الصومال بحيث لم تعجب الشيخ وكان يراها بأنهم يكتبون فيها بكل ما هب ودب، وقصصاً فارغةً لا تمت بصلة لحوادث البلاد وتاريخها، بالإضافة إلى أنّ أخبارها ما كانت إلا مترجمة عما كان يتم نشرها من قبل المستعمر الايطالي.
ولشدة دفاعه عن الثقافة الصومالية وخصوصياتها كان يتابع العلاقات السياسية التي كان يقوم بها الساسة الصوماليون واحتكاكاتهم مع الآخرين في داخل البلاد وخارجها، ويدل على ذلك استياءه بالبيان الذي صدر عندما التقى الوفد الصومالي في فترة الوصاية بإيثوبيا بقيادة السيد أدم عبد الله عثمان رئيس الجمعية التشريعية، وعضوية السيد عبد الله عيسى رئيس الوزراء في نوفمبر سنة 1957م، وقد انتقد الشيخ إبراهيم ذلك البيان الصادر في نهاية الزيارة ، لأنّ البيان دعى إلى تبادل العلاقات الثقافية والتجارية بين البلدين وتخصيص منح دراسية للطلاب الصوماليين في الحبشة… واعتبر فضيلته هذا البيان بأنّه اجحاف لهوية الأمة وثقافتها بالإضافة إلى أنّه يتجاهل لحقوق المواطنين الصوماليين الذينيعيشون تحت الحكم الإرهابي الحبشي.. وقال: ” إياكم والمقابلات الباسمة للعدو، ومصافحته أمام عدسة التصوير وتشريفه في بيته بالزيارة، أو قبول دعوته لزيارة بلاده ، وإنشاء علاقات دبلوماسية وتجارية ، وثقافية معه…”.
وكتابات الشيخ إبراهيم كان هدفها الدفاع عن الثقافة الصومالية وهويتها، وقد وصلت إلى مسامع الاستعمار الحبشي بحيث تضايق من ذلك القنصل الحبشي في مقديشو حتى اضطر إلى الاتصال بالحكومة الصومالية في فترة الوصاية ، وإلى السيد مندوب الجمهورية العربية المتحدة بالمجلس الاستشاري للأمم المتحدة بالصومال محتجاً على هذه المقالات التي يكتبها الشيخ إبراهيم مما اضطر الشيخ إلى إيقاف الكتابة في الصحف والجرائد المحلية بعد تزايد الضغوط عليه وتهديده لطرد عمله، لأنّه واجه بسبب هذه المقالات التي كان يكتبها صنوفاً لا تحصى من الضغط وحرب الاعصاب. ومع كل هذه التصرفات والتهديدات لم يوقف النشاط في تطوير ثقافتنا ورفض الجلوس في البيت دون مشاركة الأمة بهمومها، فشرع في تأسيس مؤتمر إسلامي على هيئة ثقافية ودينية لا دخل لها اطلاقاً بالسياسة، وتهدف فقط نشر التعاليم والثقافة الإسلامية وتحسين المستوى الاجتماعي للشعب، كما عاد إلى الكتابة مرة أخرى وبعد عام كامل لم يكتب شيئاً في الصحف والجرائد، وسار على منواله مركزا على الجوانب الثقافية، بحيث دعا إلى توسيع رقعة العلم عن طريق نشر التعليم الابتدائي في البلاد.. وطالما تحدث الشيخ عن بعض المشاكل التعليمية التي صاحبت البلاد مثل عدم وجود مدارس صالحة لإعداد المعلمين اللازمين، وانعدام الاتجاهات الحديثة في التربية، وطرق التدريس.. وكان يحلم ببعث الوعي الثقافي والقومي بين الشباب الذين يترددون على المركز الثقافي للمؤتمر الإسلامي الذي كان يعمل به.
