مقومات الوحدة الصومالية ومعوقاتها(3)

الوحدة الجغرافية

 تقع منطقة الصومال الكبير بين دائرتي عرض: 4 جنوباً، و12 شمالاً، وبين خطي طول: 35 – 51 شرقاً، ابتداءً من خليج تاجورا ومضيق باب المندب، واتجاهاً نحو الشرق على الساحل الجنوبي لخليج عدن حتى رأس غردافوي، ومنها نحو الجنوب على سواحل المحيط الهندي وانتهاءً بنهر تانا جنوباً، وبعمق نحو الداخل القاري يمتد إلى مرتفعات الحبشة غرباً.

إن تلك المساحة الجغرافية الشاسعة التي تقدر مساحتها حوالى المليون وربع المليون كيلو متراً مربعاً المتصلة فيما بينها، والتي لا يفصل بينها أي نوع من الفواصل الطبيعية،هي المنطقة التي كان المجتمع الصومالي يمارس فيها حياته معتمداً على النمط الاقتصادي الرعوي، وفق نظم وتقاليد يغلب عليها الطابع القبلي العشائري، وفي إطار من المفاهيم السياسية والاجتماعية والثقافية التي تحدد علاقاته الداخلية والخارجية، تلك المفاهيم التي تطورت في محيط البيئة الصومالية الجغرافية والتاريخية حسب ما تسمح به ظروف الزمان والمكان، ويبلع عدد سكان تلك المنطقة الصومالية حسب آخر التقديرات أكثر من عشرين مليون نسمة، إلا أن الاستعمار الأوروبي لم يترك المجتمع الصومالي وشأنه، لأن موقعه الجغرافي وأهميته من الناحية الاستراتيجية والجيوبولوتيكية كانت أحد أهم الأسباب التي أدت إلى التنافس الاستعماري من أجل السيطرة عليه أو الحصول على جزء منه على الأقل، مما أدى إلى أن تتصالح الدول الاستعمارية فيما بينها على اقتسام الأراضي الصومالية، على حساب المجتمع الصومالي ووحدة أراضيه، فكانت النتيجة تقسيم الأرض الصومالية التي وحدتها عوامل التاريخ والجغرافيا إلى خمسة أجزاء هي الصومال البريطاني، الصومال الإيطالي، الصومال الفرنسي، الصومال الغربي ( أوجادين) ومقاطعة الحدود الشمالية لكينيا المعروفة اختصاراً باسم  (أنفدي)   NFD. وبذلك تعتبر الصومال من أكثر الدول الأفريقية التي عانت ومازالت تعاني من آثار تلك الحدود الاستعمارية التي مزقت أوصاله.

وقد قامت الحركات الوطنية الصومالية في جميع الأجزاء الصومالية الخمسة بتنسيق جهودها من أجل إعادة توحيد أجزاء البلد الواحد، وأثمرت تلك الجهود بتصميم العلم الصومالي ذو النجمة الخماسية عام 1954م ليمثل شعاراً لهذا الهدف، كما تم إنشاء الرابطة الصومالية عام 1959م لتحقيق تلك الغاية، حيث نجحت هذه الجهود بتوحيد الإقليمين الشمالي والجنوبي وتكوين الجمهورية الصومالية عام 1960م ، تلك الوحدة التي كانت فريدة من نوعها في أفريقيا، كونها طوعية بناءً على رغبة المواطنين، ولم تكن وحدة صنعتها السلطات الاستعمارية، أو وحدة فرضتها بعض الدول من طرف واحد عن طريق الضم، كما هي الحال في معظم الدول الأفريقية، فقد كان الصومال أمة قبل أن يكون دولة، وفي الوقت الذي كانت معظم الدول الأفريقية الجديدة تتبنى سياسة بناء أمة وخلق هوية تتفق مع الحدود التي ورثتها عن العهد الاستعماري، فإن الوحدة الصومالية كانت واضحة وبناؤها متماسكاً.

وقد نص دستور  الجمهورية الصومالية عام 1960م في فقرته الرابعة من المادة السادسة بأن ( الجمهورية الصومالية تسعى بالوسائل القانونية والسلمية في تحقيق اتحاد الأقطار الصومالية) وتبنت الجمهورية سياسة خارجية تسعى إلى توحيد جميع الأراضي الصومالية، وخاضت من أجلها حروباً ( 1964 ، 1977 ) إلا أن معوقات الوحدة الصومالية وقفت ضد تحقيق تلك الآمال القومية، وبدل إلحاق الأجزاء الثلاثة المتبقية بالجمهورية الصومالية تقوم تلك المعوقات بتفكيك الجمهورية فأعلن شمال الصومال انفصاله عن جنوبه وأعلنت كل قبيلة سيطرتها على منطقتها ” حماها ومرعاها ” حسب المصطلح القبلي، وحتى شعار آخر لايبدوا في الأفق المنظور من يعمل جاهداً في توجيه الأمة نحو الوحدة المنشودة
