أولا: تحسين العلاقات الخارجية ودعم المجتمع الدولي للصومال:
أعطت الحكومة الصومالية في فترة رئاسة حسن شيخ محمود أولوية كبيرة لتحسين علاقاتها مع المجتمع الدولي والدول المانحة، ونجحت في توحيد رؤية تلك الدول تجاه الصومال لاسيما في دعم جهود تجاوز الصومال من أزمته الطويلة، وتسابق سفراء الدول الكبرى منذ عام 2013م إلى مقديشو، وتقدَّموا أوراق اعتمادهم إلى الرئيس كسفراء معتمدين لدى الصومال، واعترفت الحكومة الأمريكية بالحكومة الصومالية رسميا منذ عام 1991م وتعهدت بإعادة فتح سفارتها في مقديشو، وكذلك بقية الدول الكبرى أرسلت سفراءها إلى الصومال مثل بريطانيا وفرنسا والصين وألمانيا وبقية دول غرب أوروبا والهند واليابان وكوريا الجنوبية وغيرها، ونجحت الحكومة الصومالية في عضوية صندوق النقد الدولي، وقبِل مجلس الأمن الدولي طلب الصومال لأوَّل مرَّة في حظر تصدير السلاح جزئيا إلى الصومال.
وتم عقد مؤتمرات حول إعادة إعمار الصومال في دول عديدة من بينها بلجيكا وبريطانيا والدنمرك وتركيا، كما نجحت الحكومة الصومالية في توطيد علاقاتها مع الدول الإفريقية، وخاصة تحسين علاقاتها مع دول الجوار الثلاث جيبوتي وإثيوبيا وكينيا، واستعاد الصومال دبلوماسيته وعضويته في العديد من المنظمات الدولية والإقليمية.
ثانيا: استضافة الصومال لمؤتمر إقليمي لأول مرة منذ عقود:
فبعد أكثر من 30 عاما نجحت الحكومة الصومالية في استضافة مؤتمر وزراء خارجية الهيئة الحكومية للتنمية (إيغاد) في العاشر من شهر يناير الماضي، وقد تم عقد الاجتماع الوزاري الـ 53 في فندق (SYL) القريب من القصر الرئاسي في مقديشو؛ وذلك بحضور أعضاء الإيغاد، بالإضافة إلى مسؤولين وسفراء دوليين كان يتقدمهم نيكولاس كي ممثل الأمين العام للأمم المتحدة في الصومال.
وعلى الرغم من التحديات الأمنية وإغلاق الطرق الرئيسية في العاصمة مقديشو أثناء المؤتمر إلا أن انعقاد المؤتمر في مقديشو يتعتبر بحد ذاته نجاحا كبيرا بالنسبة للصومال، واستعادة الحكومة الصومالية مكانتها الإقليمية بعد غياب طويل عن المسرح الدولي.
ثالثا: نجاح الصومال في استعادة مجاله الجوي:
فبعد أكثر من 23 عاماً من تحكُّم كينيا بالمجال الجوي الصومالي، استطاع الصومال أن يستعيد بشكل رسمي التحكُّم بمجاله الجوي وذلك بعد جهود مقدرة بذلتها الحكومة الصومالية.
وكانت الأمم المتحدة قد حوَّلت نظام التحكُّم بالمجال الجوي الصومالي إلى كينيا بسبب انتشار الفوضى والصراعات القبلية في العاصمة مقديشو ومعظم محافظات الصومال، ورغم عودة المؤسسات الحكومية إلى الصومال إلا أنها لا تملك قوات جوية، حيث عانى الصومال من حرب أهلية منذ عام 1991م بعد الإطاحة بالرئيس الأسبق محمد سياد بري تسبب في انهيار معظم المؤسسات الحكومية بالكامل.
وجاء هذا القرار بعد جهود ثنائية بين الصومال وكينيا لتعزيز العلاقات الثنائية بين البلدين، ولكن رغم الترحيب الصومالي بهذا القرار إلا أنه أثار استياء إدارة أرض الصومال الانفصالية في الشمال، واعتبرت ذلك تدخلا سافرا في شؤونها.
رابعا: تنفيذ المشاريع التركية في ظل رئاسة حسن شيخ:
تعتبر تركيا مانحا ومستثمرا كبيرا في الصومال وتنفِّذ العديد من مشاريع البناء في العاصمة الصومالية التي دمرها الحروب المستمرة منذ أكثر من عقدين، وتشهد مقديشو حاليا حركة إعمار كبيرة من مستثمرين أجانب ومواطنين، وقد أقامت تركيا في الصومال مشاريع تنموية خاصة في مجال التعليم، حيث منحت فرص تعليم لحوالي 1500 طالب في مستويات التعليم المختلفة، بالإضافة إلى تقوية أجهزة الأمن والجيش بتدريب مجموعات منهما على أراضيها، وفي مجال الاستثمار تولت شركتان تركيتان إدارة المطار والميناء الدوليين وإعادة إعمارهما الَّذَين يشكلان مصدر دخل للحكومة الصومالية، كما تم إعادة ترميم %27 من شوارع مقديشو الرئيسية التي تهدمت في الحروب الأهلية.
وأجرى الرئيس التركي رجب طيب أردوغان – الذي ترافقه زوجته – زيارته الثانية إلى مقديشو في أواخر يناير الماضي والتي استمرت يوما واحدا في ظل إجراءات أمنية مشددة، وافتتح المبنى الجديد للمطار الذي بنته تركيا على نمط عالمي، ومستشفى ديكفير الذي سمى بمستشفى رجب طيب أردغان بعد تحديثه وبنائه على نمط عصري، وقد توثقت العلاقات الصومالية مع تركيا في ظل فترة حسن شيخ محمود حيث زار الرئيس تركيا مرات عديدة في ظل رئاسته.
خامسا: جهود بناء الإدارات الفدرالية تمهيدا لانتخابات عام 2016م:
بذلت حكومة الرئيس حسن شيخ محمود قصارى جهدها في إكمال بناء الأقاليم الجنوبية والوسطية الصومالية التي لم يسبق لها نظام فيدرالي، لتنضم إلى قائمة ما تحقق من نظام الفيدرالية التي تمثل إدارة بونت لاند، وأرض الصومال، وقد تأسست إلى الآن في الأقاليم الجنوبية في ظل الجهود الحكومية إدارة جوبا، وإدارة جنوب غرب الصومال، بينما تجري الآن المساعي المتبقية تسعى لتشكيل كل من إدارة وسط الصومال، وإدارة هيران وشبيلى الوسطى.
وعلى الرغم من التحديات الكبيرة التي تحوم حول تحقيق رؤية 2016 التي كثُر الحديث عنها في الآونة الأخيرة والتي تعتمد على إنجاز دستور دائم يليق بجمهورية الصومال والمصادقة عليه في استفتاء شعبي قبل نهاية العام الجاري إلا أن الرئيس الصومالي نجح في جمع رؤساء الإدارات القائمة في مدينة غروي هذا الشهر وتوحيد رؤيتهم حول المستقبل الصومالي.
بدأت الحكومة الصومالية خلال هذا العام 2015م بعض الخطوات حيث صادق البرلمان الصومالي بأغلبية على مشروع القانون الخاص الذي ستعمل على نهجه لجنة الانتخابات المستقلة في فبراير الماضي، واستقالت مؤخرا رئيسة لجنة إعادة صياغة الدستور الصومالي في تحدٍّ جديد.
سادسا: استعادة بعض هيبة الدولة الرسمية:
نحج الرئيس الصومالي في استعادة بعض الهيبة الرسمية ومن مظاهر ذلك استقبال الوفود – لاسيما السفراء والمندوبين – في مكتبه في القصر وفق بروتوكولات الدول الرسمية، على الرغم من أن بعض الوفود الكبيرة يذهب إليها في المطار ويستقبلها هناك مثل الرئيس البروندي ووزير خارجية الولايات المتحدة الأمريكية جون كيري.
ومن مظاهر ذلك أنه بعد اعتقال السلطات الكينية القنصل الصومالي في كينيا سياد محمد شري أمام منزله في نيروبي 25 من أبريل 2014م، استدعت الحكومة الصومالية سفيرها في كينيا محمد علي نور أميركو احتجاجا على خرق كينيا للنظم الدبلوماسية.
وفي أغسطس 2014 طلب الصومال من أعلى محكمة في الأمم المتحدة محكمة العدل الدولية تسوية النزاع الحدود البحري مع كينيا، وأن يحدد حدوده البحرية في المحيط الهندي.
وفي أواسط عام 2014م رفضت الحكومة الصومالية عملية الاستبدال الروتيني للجنود من سيراليون من أجل الحماية من مرض الإيبولا الذي انتشر في غرب إفريقيا مما أى إلى سحب الكتيبة السيراليونية من الصومال في أواخر عام 2014م.
