التعليم العالي في الصومال – المشكلات والحلول
المحور: البيئة التعليمية
تمهيد
أدى التعليم العالي في الصومال دورا مهما وفعالا في تزويد أبناء الشعب الصومالي بالمعلومات والمفاهيم والأفكار والإمكانات والقدرات والمهارات العلمية والتقنية، كما قام التعليم العالي بترسيخ القيم والحضارة الإسلامية مما يساعد الشعب على المحافظة على هويته ووحدته.
ويتكون التعليم العالي في الصومال من كل مؤسسة تعليمية أو تدريبية تمنح الشهادة بعد الثانوية العامة من الدبلوم الوسيط وحتى الماجستير كالجامعات والكليات والمعاهد.
وأغلب هذه المؤسسات مؤسسات أهلية غير حكومية، ويعمل بعضها بصورة غير ربحية، والبعض يهدف إلى الربح، وتتبع أغلب هذه المؤسسات النظام التقليدي في التعليم الأكاديمي، ولا تتبع نظام التعليم المفتوح.
وتعتبر الجامعات الصومالية فتية وفق المعايير الدولية، فلم يمر على إنشاء أقدم الجامعات سوى أقل من 20 عاما، فيما أقيمت أحدثها قبل أيام من تاريخ اليوم.
ورغم الانتشار الواسع الذي شهدته الجامعات في مجال التخصصات والدراسات التي تقدمها، إلا أنها تعاني من نقص وقصور في المؤهلات والكفاءات اللازمة لشغل الفراغ في عدد من المجالات التي لها صلة قوية في تطوير مجتمعنا ورفاهيته، حيث يستلزم التوجه إلى استغلال الثروات الزراعية والحيوانية والسمكية والمعدنية واستكشافات التكنولوجيا.
وقامت مؤسسات التعليم العالي في الصومال لسد الفجوة التي خلفها انهيار الحكومة المركزية والمؤسسات التعليمية بما فيها التعليم الأساسي، واستطاعت تقديم برامج أكاديمية أمكنت الصومال من استراداد بعض أنفاسه، وأنتجت خريجين ذوي خبرات ومؤهلات مختلفة، لهم وجود كبير في سوق العمل.
أولا: البيئة التعليمية
تعتبر البيئة التعليمية من أهم الجوانب الداعمة لعملية التعليم والتعلم سواء في التعليم الأساسي أو التعليم الجامعي، حيث تلعب هذه البيئة دوراً مهماً في تحقيق أهداف التعليم، ولذلك لابد أن تكون البيئة التعليمية جاذبة ومشوقة، يشعر فيها المتعلمون (الطلاب) بالراحة والأمن والتحدي وتحفزهم على التعليم والتعلم .
ويمكن أن يعرف البيئة التعليمية بـ:
أنها المحيط الذي تتم فيه عمليتي التعليم والتعلم بما يشمله هذا المحيط من عوامل ومؤثرات يتوقف عليها مدى جودة المخرجات ونتائج كلتا العمليتين.
أنها المناخ التعلمي الذي يعيش فيه الطالب, ويتأثر به طوال دراسته.
أنها مجموعة من العوامل المادية والبشرية التي تحيط بالطالب الجامعي وتؤثر فيه سلباً أو إيجاباً.
ثانيا: الخصائص الجيدة للبيئة التعليمية
أن تكون مريحة وجذابة ومجهزة بالتقنيات اللازمة.
أن تكون بيئة آمنة لا يحس فيها الطالب بالخوف أو القلق أو التهديد .
أن تكون بيئة ترعى الطالب وتحرص على تعلمه ونمائه، وبذل أقصى طاقته لتحصيل العلم والمعرفة.
أن تكون عملية التعلم فيها عملية تشاركية يسهم فيها الأساتذه والطلاب معاً، يلعب فيها الأستاذ دور المرشد وليس دور المُصدر للمعلومات.
أن تقوم البيئة على الضبط أو التسيير الذاتي، يمعنى أن يضبط الطلاب سلوكياتهم وتصرفاتهم بأنفسهم.
وتعتبر البيئة التعليمية التي تتوفر فيها هذه الخصائص بيئة تعليمية جاذبة، وتعرف بأنها:
البيئة الجامعية التي تتوفر فيها المقومات المادية والبشرية, والتي تساهم في جذب المتعلم نحو التعلم لتجعله أكثر فعالية.
ثالثا: مكونات البيئة التعليمية الجاذبة
المكونات المادية:وتتمثل في الموارد المالية، والمباني والقاعات، والتجهيزات، والكافتيريا، والمكتبات، والعيادات الطبية، والمختبرات، وأماكن الأنشطة الترفيهية، والمراحيض الصحية وغيرها.
المكونات الأكاديمية: وتتكون من المحتوى العلمي مثل المقررات والمناهج والخطط الدراسية، والوسائل التعليمية، وطرق التدريس، والاختبارات، وأساليب القياس والتقويم، وغيرها.
المكونات الفلسفية والإدارية: وتتمثل في الأنظمة واللوائح الأساسية، والنظم الداخلية لضبط الجودة، والثقافة التنظيمية، والفلسفة والأنماط الإدارية، والقيم المشتركة، ونظم المعلومات الإدارية، وغيرها.
المكونات البشرية: ويعني ذلك الموظفون والعاملون في الجامعة، وأعضاء هيئة التدريس()، والطلاب().
المكونات الخارجية (): وهي على سبيل المثال:
واولياء الأمور، والجامعات الأخرى، ومنظمات سوق العمل ، والمجتمع بصفة عامة، والحكومة، وغير ذلك.

أما المشكلات في البيئة التعليمية التي تعاني منها مؤسسات التعليم العالي في الصومال عديدة، ويتمثل بعضها بشكل مختصر:
غباب الدور الحكومي
زيادة الهدر التعليمي (زيادة نسبة التسرب) بسبب الضائقة المالية التي سيواجهها عدد من الطلبة الراغبين في إكمال دراساتهم الجامعية.
غياب مبدأ تكافؤ الفرص التعليمية (عدم قدرة الطبقات الفقيرة على إلحاق أبنائهم بالجامعات).
ضعف أنماط التعاون بين مؤسسات التعليم العالي.
تنامي الاتجاه نحو المتاجرة بالتعليم الجامعي ( الاهتمام بجلب وكسب الأموال ولو على حساب المعايير).
تزايد الرغبة في القضاء على اللغة العربية.
تزايد هجرة العقول والكفاءات العلمية إلى الخارج،
أو الهجرة في شكلها العام.
الاستلاب الثقافي (الاختراق الثقافي).
ارتفاع نسبة الامية والجهل في المجتمع.
خامسا: الحلول المقترحة لحل مشكلات البيئة التعليمية
أما الحلول المقترحة لحل المشكلات البيئة التعليمية فيمكن عرضها على النحو الآتي:
انشاء هيئة وطنية عامة لمعايير وضمان الجودة والاعتماد للجامعات، يكون من مهامها الآتي:
تحديد الرؤية الصحيحة للتعليم العالي، وتصميم البنية الأساسية والمكونات الضرورية والمناهج الدراسية والهياكل التنظيمية التي يجب على الجامعات أن تمتلكها وتعمل وفقها.
التأكد من امتلاك الجامعات طاقات بشرية مؤهلة قادرة على القيام بالأدوار التعليمية إلى جانب القدرة على التخطيط والإدارة وتطوير البيئة التعليمية الجامعية.
إعطاء أولوية للتخصصات العلمية التي تمثل ضرورة لتلبية الاحتياجات الوطنية لتنسجم العملية التعليمية مع متطلبات سوق العمل وخطط التنمية الاقتصادية والاجتماعية للبلاد.
إيجاد الدعم اللازم من قبل الحكومة والهيئات المحلية وأفراد المجتمع للتعليم العالي، وذلك من أجل:
عرض تخصصات علمية وأدبية، وبرامج تعليمية متميزة في مختلف فروع المعرفة وبأسعار منخفضة.
زيادة القدرة والطاقة الاستيعابية للجامعات، وتوفير الخدمات التعليمية على النحو المناسب لعدد متزايد ومتنوع من الطلاب.

وضع حلول جذرية لقضايا اللغة العربية، والاهتمام بمستقبلها، وتعزيز مكانتها في النفوس، فهي لغة القرآن الكريم، ويقع على الجامعات الدور الأساسي في الحفاظ على هذا اللغة والاعتزاز بها، ويكون ذلك واجباً دينياً وطنياً بكل المقاييس.
تحصين الثواتب الدينية التي قامت عليها الأمة الإسلامية، والاحتفاظ بالثفافة العربية، ورفض التغريب، ومجابهة الاختراق الثقافي كنتيجة الانفتاح على العالم الغربي بلا وعي وإدراك.
حشد الطاقات والجهود اللازمة في تقليل نسبة الأمية والجهل في أوساط المجتمع، والحث على المغتربين إلى العودة والعمل على تطوير البلاد وتنميتها.
